Does a Cancellation of Debt mean that Your Debt has been Cancelled?

GetAttachment[1]I have a customer that received a letter from a collection company demanding payment of $9,110.70 on an account that my customer had already received a 1099C back in 2007. My customer has already paid the IRS what was due to them pertaining to this 1099C. Now this company, the same one that issued the 1099C is not only demanding payment but, also included in their letter copies of the 1099C that were issued in 2007 by them. My question is: Does a cancellation of debt mean that your debt has been cancelled, and therefore no longer liable to pay this debt because the company has decided to write off the account and take a loss for it? Am I still missing something here? Is my customer still liable to pay this debt?
